  32 bit native libraries failed to load on Z/OS with error "DMGR
  fails to start with message DCUT0003E: 32 BIT NATIVE LIBRARY
  HEAPDETECT COULD NOT BE LOADED. EMBEDDED EXCEPTION=HEAPDETECT"
  due to extended attributes being incorrectly set
  

Problem conclusion

• Updated the code to ensure extended attributes for 32 bit
  libraries are set correctly on Z/OS when installing or updating
  32 bit libraries.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.20.  Please refer to the Recommended Updates page for
