Error description

• The customer uses properties file based configuration to
  create a Resource Environment Entry with a custom property
  called "password" and a specific value.
  
  Even though the password value in the Props file was not
  changed the validate report would show message such as,
  
  ADMG0811I: Changing value for this property password. New
  value specified is <value>. Old value was {xor}bm1sa2o=

  create a Resource Environment Entry with a custom property
  called "password" and a specific value.
  When they run  applyConfigProperties() or
  validateConfigProperties() AdminTask commands, even though the
  password value in the Props file is not changed, the validate
  report would show message such as,
  ADMG0811I: Changing value for this property password. New
  value specified is <value>. Old value was {xor}bm1sa2o=
  

Problem conclusion

• The applyConfigProperties() and validateConfigProperties()
  AdminTask command implementation has been fixed to handle
  password value comparison correctly.
  
  The fix for this APAR is targeted for inclusion in fix pack
  8.5.5.20 and 9.0.5.8.
