Error description
Your CICS MAS region is defined as a target region in a CPSM WLM workload. Your MAS receives a series of DFHMN0115I messages indicating it has slowly reached 100% 12.00.00 DFHMN0115I <applid> CICS Server z/OS WLM Health percentage is now 25. 12.00.20 DFHMN0115I <applid> CICS Server z/OS WLM Health percentage is now 50. 12.00.40 DFHMN0115I <applid> CICS Server z/OS WLM Health percentage is now 75. 12.01.00 DFHMN0115I <applid> CICS Server z/OS WLM Health percentage is now 100. Meanwhile, in the CMAS that this MAS connects to, you see messages EYUTS0001I and EYUTS0003I in the EYULOG showing the Topology JOIN or CONNECT for this region proceeding slowly. 12:00:00 EYUTS0001I <cmas> Join for MAS0001 Initiated - APPLID(masappl) CICSplex(myplex). 12:03:00 EYUTS0003I <cmas> Topology Join for MAS0001 Complete - APPLID(masappl) CICSplex(myplex). If the final DFHMN0115I message gets issued BEFORE the EYUTS0003I message showing Topology join/connect is complete, the CMAS may still think the MAS is at 0% and therefore not route work to it. Local fix
A temporary workaround if the fix for this APAR is not applied would be to use CEMT to set WLMHEALTH closed and then open again in the MAS region.

**************************************************************** * USERS AFFECTED: All CICSPlex SM Users. * **************************************************************** * PROBLEM DESCRIPTION: Workload may incorrectly not be routed * * to regions where WLM health is 100% in * * certain cases when a MAS region is * * restarted. * **************************************************************** * RECOMMENDATION: This fix affects MAS regions and will take * * effect from the next MAS restart. * **************************************************************** Region WLM health is reported via message DFHMN0115I. During CICSPlex SM connection, the region sends the value to ESSS as the first part of connection. In a later phase in CICSPlex SM connection XMEOUT global user exit monitors for changes in the WLM health percentage, and the change in value is broadcast to the CMAS. However in cases, where the WLM health raises between the initial connection phase and the exit being initiated, the updated value will not be reflected in the CMAS for workload routing. This incorrectly results in workload not being routed due to the incorrect health value and potentially not at all. This occurs in systems which do not use CICSPlex SM Sysplex Optimised workload routing. Additional Keywords: WAOR_WLMHLTH
Problem conclusion
CICSPlex SM connection processing for LMAS regions has been updated, to check the WLM health value at the time the XMEOUT exit has been enabled and send a notification to the CMAS if WLM health is non-zero, to ensure the health is correctly represented in the CMAS and used in workload routing.
