Error description
When local-server.xml has been set for LTPA token in Cognos Analytics server, 'Server busy' pop up is turned up in Framework Manager on Windows 10 or Windows 2016. This pop up issue occurs when leaving for around 5-10 seconds on a logon page provided by Windows. Even if adding CA server to 'Trusted sites' under Internet Explorer option, the issue is not resolved. This issue didn't occur on Windows 8 and Windows 2012.
Local fix
Log into Framework Manager as soon as possible after the logon page is appeared.
