Error description

• Db2ZAI MLPACK00 package is consuming a lot of CPU when doing a
  lot of inserts to the SYSML.DSN_ML_SCOPE table without any
  commit in between those inserts.

  * PROBLEM DESCRIPTION:                                         *
  * The current APAR delivers enhancements                       *
  * to the following areas of Db2ZAI                             *
  * version 1.3.1:                                               *

  * - All NodeJS schedulers have been                            *
  * converted into Liberty schedulers in                         *
  * order to enhance data access                                 *
  * performance. This also reduces the                           *
  * number of connections needed for both                        *
  * the metadata and target Db2 instances.                       *
  * - The SQL statement page will now                            *
  * display all of the access path history                       *
  * for a statement.                                             *
  * - Improved usability for the SQL                             *
  * optimization metric page by adding the                       *
  * filter selection criteria that the                           *
  * user has chosen to in the page's URL.                        *
  * - The install.sh script removed the                          *
  * required CA cert label as an input.                          *

  * - Fixes the failure of the Start ML                          *
  * button to start ML following migration                       *
  * from Db2ZAI 1.3 to Db2ZAI 1.3.1.                             *
  * - Corrects the problem of the SQL                            *
  * statement text blanking out when                             *
  * double quotes are used in the                                *
  * statement text.                                              *
  * - Corrects the issue of zero row                             *
  * returns for unresolved regression                            *
  * filters.                                                     *
  * - Corrects the performance issues                            *
  * related to the insertion of UI                               *
  * metrics.                                                     *
  * - Fixes the issue that occurs when DCC                       *
  * generates a default profile with a 0                         *
  * threshold when no IP is marked as UA                         *
