• Default scope should not affect virtualhosts.xml. There is only
  one scope for virutalhosts

  * PROBLEM DESCRIPTION: There is no virtualhost.xml file the    *
  *                      default scope and changes made via      *
  *                      the console are not used by runtime.    *
  ****************************************************************
  * RECOMMENDATION:  Uncheck "Use default scope" in the console  *
  *                  preferences panel.                          *
  ****************************************************************
  The changes to the virtual host file were made to a new file
  in the node scope rather than where it needs to be, in the
  cell scope.
  

Problem conclusion

• The code for the virtual hosts will always use cell scope.
  
  The fix for this APAR is targeted for inclusion in fix pack
