Error description

• With function level 505, rebinding a package with the option
  PLANMGMT(EXTENDED) can create phased-out copy which is not used
  by a thread in the system but incurs storage in the Db2 catalog
  and directory. The phased-out copy may be used when the package
  is subsequently executed while rebind is processed. This allows
  concurrency between rebind and execution of the same package.

• This APAR enhances the FREE PACKAGE command to allow freeing of
  the unnecessary phased-out copies of a package. The commands
  FREE PACKAGE PLANMGMTSCOPE(PHASEOUT) and
  FREE PACKAGE PLANMGMTSCOPE(INACTIVE) can be used to free
  eligible phased-out copies
