Error description

• CQM1153E RETURN CODE 04 REASON CODE 07 WAS ENCOUNTERED DURING
  TRANSLATION SOURCE CCSID = xxxx TARGET CCSID = xxxx  seen in CQM
  OFFLOAD job. A COMMIT in a COBOL batch program causes METR
  record produced with the PROGRAM field incorrectly encoded
  in EBCDIC instead of ASCII.
  
  This METR record cannot be then correctly processed by
  Offload resulting in a Return Code 0004 Reason code 0007
  TRANSLATION ERROR.

  The COMMIT/ROLLBACK code attempted to detect PROGRAM name
  encoding by checking high order bit. This check may fail in the
  case when the first character of PROGRAM name is not
  alphanumeric and cause EBCDIC encoded PROGRAM name to be
  copied to the METR record instead of expected UTF-8 encoded.
  PROGRAM name conversion then failed with either Offload CQM1153E
  or ISPF CQM153E error message.
  Problem with displaying SQL text in hostvars had a similar
  cause.
  

Problem conclusion

• Code was changed to use alternative source for the
  PROGRAM name that always encoded in the UTF-8.
  The display of SQL text for hostvars was also corrected.
