  The incorrect placement of a RELEASE or RETURN statement caused
  the compiler's internal state to become incorrect. The compiler
  aborted when the error was detected.
  

Problem conclusion

• The compiler was fixed to have a correct internal state even
  when RELEASE or RETURN statements aren't within the INPUT or
  OUTPUT paragraphs. Programs with incorrectly-positioned RELEASE
  or RETURN statements will compile successfully but they are
  still incorrect and the source code must be changed.
