PH31051: ENDUSER USERS OF IZDS/IZPCA GET MESSAGE DRLA149 AND CANNOT ACCESS ISPF INTERFACE WITHOUT SPECIFYING DRLEINIT REPORTS OPTION.

APAR status

• Closed as program error.

Error description

• IZDS 190 changed the function of the initialization routine
  DRLEINI1 so that the old primary panel DRLDPRIM is no longer
  displayed. Instead users go straight to either the
  administration panel (DRLDAADM) or reporting panel (DRLDREPO).
  With this change non-administrative users (ENDUSERs) that do
  not specify the REPORTS option when they start the product get
  error message DRLA149 "You are not authorized to run
  Administration dialog."

  *                      the IZDS or IZPCA dialog and extended   *
  *                      help is requested, ISPF cannot find     *
  *                      the required panel (DRLHR2J) because    *
  *                      the dialog is not active. ISPF displays *
  *                      message:                                *
  *                      ISPP100 Panel "DRLHR2J" error.          *
  *                      Panel not found.                        *

  * RECOMMENDATION: Apply the provided PTF.                      *

  IZDS 190 modified the ISPF dialog startup process to eliminate
  the use of the redundant primary panel DRLDPRIM. The default
  behavior is to display the administration panel DRLDAADM, but
  this is not allowed for end users.
  

Problem conclusion

• 1. For end users the default is changed to go directly to the
  reporting dialog, bypassing the attempt to display the
  administration panel.
  2. For end users requesting administration access the error
  message is displayed on the reporting dialog panel instead
  of the dialog being terminated.
