Error description

• Index Builder job for non-HALDB fails with MSGIIUB052E error in
  IIUPDBRC REASON=903 due to the failure of the NOTIFY.REORG
  command under either of the following conditions:
  - IMS management of ACBs is enabled and there is a DBD change
    that involves adding a secondary index.
  - IMS management of ACBs is disabled and the IMS catalog name is
    registered in the RECON.
