PH30302: ERROR RETRIEVING JAX-WS WSDL USING ?WSDL ON TOMCAT

Error description

• When testing SOAP services usually it is possible to retrieve
  the WSDL file by adding a ?wsdl after the webservice eg:
  http://localhost:8080/IBMCaseServiceProject/services/TestService
  s?wsdl
  
  This fails after moving from JAX-RPC to JAX-WS with the
  following error:
  HTTP Status 500 â “ Internal Server Error
  Type Exception Report
  Message File [/axis2-web/listSingleService.jsp] not found
  Description The server encountered an unexpected condition that
  prevented it from fulfilling the request.
  Exception
  javax.servlet.ServletException: File
  [/axis2-web/listSingleService.jsp] not found
