Error description

• ORF job can occasionally get ABENDS0C4 at the end of the Apply
  phase when the database has non-unique keys or secondary
  indexes.

  * RECOMMENDATION: Apply the maintenance for this APAR.         *
  ****************************************************************
  When a database has non-unique keys or secondary indexes, ORF
  calls its RBA handler module from multiple subtasks.
  There was a bug in this process and the RBA handler module
  could access the storage that was already released depending on
  the timing.
  

Problem conclusion

• Code has been changed so that the RBA handler module will not
  access the storage that has been already released.
