  * PROBLEM DESCRIPTION: SQL PA COMPARE function does not handle *
  *                      process when TOTAL_COST value is max .  *
  *                      Not possible to explain QMF query.      *
  *                      During Compare function PROCMS or       *

  1.Compare function finished with error :
  IBM0461S ONCODE=300 The OVERFLOW condition;
  2.Test function finiched with error :
  ANL0207E Error in processing PACKAGE COST FILTERING.
  NEW COST WAS ZERO;
  3.ANL0310W is displayed when explaining QMF query.
  4.Bind of ANLEEE returns sqlcode-404 due to wrong SQL INSERT
  statement.
  

Problem conclusion

• Code logic was corrected to fix the issues described.
