  TOSI is enhanced to determine whether the edit/compression exit
  routine is in use by other databases through CHKCOMP action
  command.
  For full function databases, the CHKCOMP action command only
  checks for DMBs that are in the DMB pool, therefore this action
  command may not find other full function databases that use the
  same edit/compression exit routine if the database is stopped.
