Error description

• When SetupDerbyReplicationTaskCommand fails, we will see the
  message below in messages.log of restAdminServer of the member
  which is being to be replica.

Local fix

• install and use the XSLD in English locale env.

Problem conclusion

• Derby replication code has been modified to ignore locale
  settings for Derby logging.
