Error description

• If a request URI contains encoded characters (e.g.
  /snoop%2Fencoded%2Fslash) the On Demand Router (ODR) will
  return a 404 rather than appropriately proxying the request.
  

Local fix

• don't use encoded slashes in the URL

Problem conclusion

• The On Demand Router (ODR) code has been updated to properly
  handle URI patterns that contain encoded characters.
  
  The fix for this APAR is currently targeted for inclusion in fix
