Error description

• The wording
  
          IGZ0153S Program {program-name} was compiled with a
          level of the compiler that requires service to be
          installed on Language Environment.
  
  is causing clients to open support cases with base Language
  Environment instead of COBOL. This leads to response delays due
  to the need to transfer the case to COBOL support.

  The purpose of message IGZ0153S was to tell the user to update
  the COBOL runtime library, which was a component of the
  Language Environment. But the message text did not indicate
  which language component (i.e. COBOL) of the Language
  Environment required update. This led to confusion when the user
  needed to seek help about the update from IBM service teams.
