PH23958: COBOL v6.3 LP(32) compiles appear to require an OMVS segment, contrary to documentation

APAR status

• Closed as program error.

Error description

• The COBOL v6.3 Migration Guide notes that only LP(64) requires
  an OMVS segment established in RACF (or equivalent in RACF
  alternatives) for a user executing the compiler with this
  option.
  
  However, an LP(32) compile by a user without an OMVS segment
  generates some 8 ICH408I ... CL(PROCESS ) OMVS SEGMENT NOT
  DEFINED messages.
  
  The compile is not otherwise affected.

• Ignore the messages.
