    *                 running programs that move a figurative      *
    *                 constant or an ALL literal that is one byte  *
    *                 in length to a fixed character-length UTF-8  *
    *                 receiver data item.                          *
    ****************************************************************
    * PROBLEM DESCRIPTION: The "unused" bytes of the fixed         *
    *                      character-length UTF-8 receiver data    *
    *                      item, i.e., those bytes that are part   *
    *                      of the data item but are not needed to  *
    *                      represent the current value stored in   *
    *                      it, are not properly padded             *
    *                      with UTF-8 blanks as is described in    *
    *                      the Enterprise COBOL Language           *
    *                      Reference.                              *

    * RECOMMENDATION: Apply the provided PTF.                      *

    The "unused" bytes of the fixed

    item, i.e., those bytes that are part
    of the data item but are not needed to
    represent the current value stored in
    it, are not properly padded
    with UTF-8 blanks as is described in
    the Enterprise COBOL Language
    Reference.
