  If a JTA transaction involves a single resource, or, if during
  prepare all but the last resource votes read-only, the
  WebSphere Application Server Transaction Manager performs a
  one-phase commit optimization. There is currently no mechanism
  to disable the one-phase optimization.
  

Problem conclusion

• The one-phase commit optimization can be disabled by setting
  the JVM System Property
  com.ibm.ws.Transaction.disableOnePhaseCommitOptimisation to a
  value of true. The default value is false, in which case the
  behaviour remains unchanged and one-phase commit optimizations
  are performed as before the APAR.
  
  The fix for this APAR is targeted for inclusion in fix pack
  8.5.5.18 and 9.0.5.5. For more information, see 'Recommended
