PH20771: RUN WITH OPTIONS UNDER COGNOS VIEWER CAPABILITY WITH NO ACCESS STILL ALLOWS USERS TO RUN REPORTS FROM GLASS UI

Error description

• When we remove a user access from Run with Options under Cognos
  Viewer capability the user is still see Run the report in
  background option even with no access to Run With Options and
  this only reproducible  from the new UI, when  the user clicks
  on classic view he is getting an correct exception which is what
  we expect to see PRS-OBJ-0617   The object
  "/portal/runWithOptions/report.xts" could not be created because
  a required capability is missing.
