Error description
In a CICSplex environment, while testing CPSM workload routing the WLMHEALTH value doesn't seem to be honored. When the CICS region (MAS) is started, CICS is opening WLM Health fully to 100%. Then at a later point if it is closed via a SET WLMHEALTH IMMCLOSE request, the WLM Health value should get set to 0%. However it does not seem to take effect and therefore remains at 100%. If you set WLMHEALTH open again and then re-close it, it does properly take effect.

The MAS agent startup for the region is delayed, which allows the WLMHEALTH value to reach 100% before the MAS agent is started. Subsequently, a SET WLMHEALTH IMMCLOSE command is performed. This immediately reduces the WLMHEALTH value in the CICS region to 0, and this is reported by CICS through message DFHMN0115I. CICSPlex SM does not respond to this change. It is expected that an EWHEALTH notification event is constructed and broadcast to the CMAS network, but this does not occur. The z/OS WLM Health value for the MAS remains at 100%; the change to 0% is not respected. This occurs only when: - The MAS does not use Sysplex Optimized Workload Management. - The first instance of DFHMN0115I issued after the MAS agent initialised reports that the new health value is 0. If WLM Health is opened again and a new msgDFHMN0115I is issued then the correct values will be seen and used from that point onward.
Problem conclusion
The CICSPlex SM MAS agent code has been modified in methods NLRT and NLXD to ensure that an EWHEALTH notification event is constructed and broadcast for every change in the CICS WLMHEALTH value.
