  *                      called after the COBOL program in the   *
  *                      run unit abends (with LE U4038 due to   *
  *                      SSRANGE check).                         *

  IGZXAPI was called to collect information about the COBOL
  program after LE has terminated. The LE Common Anchor Area
  (CAA) was not available. This caused a subsequent ABEND0C4
  when IGZXAPI was accessing the CAA to collect information
  about the COBOL program.

Problem conclusion

• Access protection is added to IGZXAPI to check LE CAA before
  processing the query, and return with return code -6 if CAA is
  not available.
