Error description

• There are DLI call scenarios where there are repeated
  allocations of
  memory used as a save area/work area for DLI call filtering can
  cause
  memory to be exhausted resulting in S878 abends.
  This fix avoids the abends by determining that multiple
  allocations
  will occur for the message region and will allocate the memory
  when
  needed, then release the memory after use.
