Error description
CICS TS Ver.5.4 is trying to bring up and it is failing to initialize SSL. Reviewing the regions Joblog you see the following messages: +DFHME0124 TD is unavailable for writing message DFHSO0145 to TD queue CSOO. +DFHME0124 TD is unavailable for writing message DFHSO0146 to TD queue CSOO. The situation is that DFHSOSE is sending these messages of SO0145 and SO0146 to the specified transient data queue. But the TD queue is not available for writing because it is not initialized yet. Also, this region contains the DD statement for DFHCXRF which CICS uses while the TD is initializing. But, being that the queue is not available the request should have been redirected to CXRF but that is not happening. The queue CXRF is only used when TD domain is initializing. It gets used as the destination in place of all CICS defined TD queues. The situation we have here is that TD hasn't even started initialization so message domain cannot call it at all. This means CXRF is unable to be used as an alternate destination.

This resource specified a cipher list that included some invalid ciphers. CICS removed these and attempted to write messages DFHSO0145 and DFHSO0146 to the CSOO Transient Data (TD) queue to give details of the ciphers affected. However TD initialisation had not started and DFHME0124 messages were issued to report that the TD queue was not available. As a result, no information was given about which ciphers had been removed. Problem conclusion
CICS has been changed so that messages DFHSO0145 and DFHSO0146 are sent to the console if TD has not been initialised.
