Error description

• When 5 User Group need the reorganization per a cycle, AD
  submits the reorganization jobs for only 4 User Groups. And AD
  does not submit 5th User Group but marks it as 'already
  submitted'. As the result, the reorganization job of 5th User
  Group does not start automatically.

  *                 restart Autonomics Director server.          *

  Autonomics Director submits the reorganization job
  automatically if User Group needs reorganization as the result
  of Policy Sensor Evaluation.
  
  AD can submit up to 4 reorganization jobs per a cycle.
  When 5 or more User Groups need the reorganization per a cycle,
  AD submits the reorganization jobs for only 4 User Groups.
  And another reorganization jobs will be submitted in next cycle.
  AD marks the wrong as already submitted. As the result, the
  reorganization job of 5th or more User Group does not start
  automatically.
  

Problem conclusion

• The following program has been fixed to submit
  the reorganization job of 5th or more User Group automatically.
