  The embedded CICS TS Liberty JVM server requires an upgrade of
  WebSphere Application Server Liberty to Version 19.0.0.3.

• CICS TS has been updated to use a Liberty JVM server that is
  based on WebSphere Application Server Liberty Version 19.0.0.3.
  
  For CICS TS 5.3 and above, with this APAR applied the servlet
  login and logout API will propagate the servlet caller user ID
  to the CICS task.  The CICS TS 5.3 and above Knowledge Center
  topic Liberty features will be updated to remove the restriction
  "The use of servlet login logout API does not propagate the user
  ID to the CICS task.".
