Error description

• The following 0c4-4 abend occurs at the time of CHINIT shut
  down:

Local fix

• Configuring the queue manager's EXITTCB parameter in CSQ6SYSP to
  be a non-zero value should prevent the abend from occurring.

  * PROBLEM DESCRIPTION: ABEND 0C4-4 in CSQXJST at shutdown when *
  *                      EXITTCB=0.                              *

  ABEND0C4 in CSQXJST during shutdown when EXITTCB=0 is specified
  on the CSQ6SYSP macro in CSQ4ZPRM. The failure occurs when
  testing whether the cluster workload exit monitor task CSQXRFEA
  should be re-attached after failing earlier because no server
  tasks were specified on the EXITTCB parameter.
  The lack of any server tasks to process cluster workload exit
  requests is reported during startup with message CSQV452I
  'Cluster workload exits not available'.

Problem conclusion

• Module CSQXJST has been updated so that it will not attempt to
  re-attach CSQXRFEA if it previously failed because no server
  tasks were available.
