Error description

• Tuning SQL statement can be very slow if it starts with a
  multi-line comment and is not explainable.
  For example, the following statement reproduces this issue:
  
  /* IBM_DSM */ EXPLAIN ALL SET QUERYNO = 1234 FOR SELECT * FROM
  SYSIBM.SYSTABLES WHERE NAME = 'SYSTABLES';
