PH07211: Compiler return code 16, with U4088-807 evident in the joblog

APAR status

• Closed as program error.

Error description

• A change to the generation of long relative branches to
  correctly reflect code usage with code coverage tools was
  included in the October 2018 v6.1 PTF (September 2018 v6.2 PTF).
  This change may cause an infinite recursion in the code
  generator, resulting in the compiler ending with return code 16,
  but no specific compiler diagnostic.
  
  The joblog will show a U4088-807 due to stack memory exhaustion.
  The above the line storage high water mark (IEF032I EXT: value)
  will also be high.
