Error description
When the CMS keystore is attempted to be created, an error can occur when the operation is run as the detected scope is not detected, in which the server named used may not find a match with the management scope that is being searched. You may also see an error for CWPKI0604E Logs may show this message: Exception com.ibm.websphere.management.exception.AdminException: com.ibm.websphere.management.cmdframework.CommandValidationExcep tion: CWPKI0604E: The following management scope is not valid: (cell):Cell01:(node):Node01:(server):server_name

Problem conclusion
The security code was fixed so that it only checks new WebServer's install path. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.16, 9.0.5.0.
