Error description

SCIM does not return paged results for requests that do not
include the 'count' parameter, but do include the
'startIndex' parameter.

A request such as:

 GET https://localhost:10443/ibm/api/scim/Users?startIndex=3

will return all results instead of the paged results
starting at index 3 as requested.

parameter.

A request such as:

    GET https://localhost:10443/ibm/api/scim/Users?startIndex=3

will return all results instead of the paged results starting at
index 3 as requested.

Problem conclusion

The code was updated to allow paging even if the 'count'
parameter is not specified. The 'count' parameter was defaulted
to return 250 results per page if not specified in tandem with
the 'startIndex' parameter.

The fix for this APAR is currently targeted for inclusion in fix
pack 18.0.0.3.  Please refer to the Recommended Updates page for
