Error description

• After trying to $IMPORT a new JES2 POLICY, JES2 terminates due
  to an ABEND0C4. The $TCKPTSPACE,CDINUM=nnn command was issued
  prior to the policy import attempt.

  ANALYSIS:
  The $CDILEN field of the checkpointed $HCT has an unexpected
  value within the field. This causes calculations for new CDI's
  via $TCKPTSPACE,CDINUM=nnn to be incorrect and will result in an
  overlay of the CDIHDR. When a new policy is to be imported and
  JES2 tries to work with the overlayed CDI header, it will result
  in an 0C4.
  
  The $HCT fields were corrupted because a previous version of
  JES2 placed a counter in the area that was originally reserved.
  APAR OA54837 then made the field rserved again. The field was
  never cleared / could remain with the original counter since
  this was the checkpointed $HCT.
  
  KNOWN IMPACT:
  JES2 will terminate
  
  VERIFICATION STEPS:
  1. ABEND0C4 may occur under $CDICRT routine in HASPPCY
  2. CDI fields in $HCT contain bad values
  3. $POLICY IMPORT does not save policy in checkpoint
  4. $D CKPTSPACE,CDI shows unexpected results
  
  PE Information:
  Users Affected: Users at release HJE77C0 with APAR OA58190 (PTF
  UJ03971) applied.
  
  User Impact:
  The causing APAR OA58190 delivered the new function it reported
  but introduced a new problem: When attempting to $IMPORT a
  policy in JES2, JES2 may terminate with an ABEND0C4.

  field of the checkpointed $HCT, terminating JES2.
  
  As a result of this residual data in the $CDILEN field,
  other unpredictable symptoms may also occur while attempting
  to use JES2 Policies.
