Problem conclusion

• OSA-Express Enhanced Inbound Blocking (EIB) is a QDIO
  performance enhancement that might be beneficial for OSA
  interfaces with a high volume of inbound network bulk or
  streaming traffic.

  For z/OS Communications Server V2R4 and V2R5, this APAR has a
  dependency on TCP/IP APAR PH44281 which requires both APARs to
  be applied concurrently; unexpected results may occur if both
  APARs are not applied concurrently.
  
  The MCL level needed for z16 is MCL Alias P30739.004.  This
  function is not supported in hardware levels prior to z16.
