  * PROBLEM DESCRIPTION: Fourth Quarter Continuous Delivery PTF  *
  ****************************************************************
  (1) This PTF provides the following Problem Insights user
      interface enhancements:
        - Ability to compare subsystem scorecards for multiple
          subsystems in a single view.
        - New controls to quickly navigate across time ranges in
          the subsystem scorecard view.
  (2) This PTF extends the ability to send alerts to external
      event management systems by adding support for:
        - IBM Cloud Event Management
        - IBM Watson AIOps Event Manager
  (3) This PTF provides integration with IBM Z ChatOps.
  (4) This PTF provides support for the following
      releases of IBM Watson Machine Learning for z/OS:
        - v2.1.0.3 with Spark v2.3
        - v2.1.0.3 with Spark v2.4
        - v2.2.0 with Spark v2.3
        - v2.2.0 with Spark v2.4
  (5) Additionally, this PTF provides improvements to the
      KPI scoring algorithm, as well as the following defect
      fixes:
        - Significantly improves performance of enterprise data
          warehouse queries
        - Fixes the handling of time zones in the calculation of
          training and scoring results
  

Problem conclusion

•     IZOA v4.1 is updated to introduce new features and fix the
      key problems described above
