Error description

• The SETHOLD command should be triggered for messages DSI020I and
  DSI081I via AT INGMSGSA and AOFR1ILL.

  Messages DSI020I (OPERATOR LOGGED ON) and DSI081I (OPERATOR
  LOGOFF) should always trigger AOFR1ILL. This makes sure that the
  relevant message hold settings for the defined notify operators
  are honored.
  

Problem conclusion

• INGMSGSA has been modified to make sure that AOFR1ILL is
  triggered for messages DSI020I and DSI081I.
