Problem Summary

An SQL query that explicitly specifies FETCH FIRST 1 ROWS ONLY  
causes an SQL0811, error type 1.                                

Problem Conclusion

The SQL optimizer uses a technique that removes the explicit    
fetching limit if a unique index exists that ensures only a    
single row will be produced. The technique used flawed logic    
that incorrectly determined that the fetching limit could be    
removed in this case. This PTF fixes the flawed logic for this  
technique.
