Error description

  • Change "Interface Language" to "English" does not change
    Japanese menu of the Open List to English.
    
    Steps to reproduce:
    Install Japanese version of Notes Standard client.
    Launch Notes Standard client.
    Open File > Preferences >Regional Settings
    Select Regional Settings
    Select Additional Settings > Interface Language > English
    Restart Notes.
    You'll see Interface Language is changed to English.
    However, Click Open and you'll see Japanese menus.
    
    Customer request to fix this and the Open List menu change to
    English when Interface Language is English.
