  Steps to reproduce
  
  On the server  Mail Configuration -> Restrictions and Controls
  -> Restrictions Set Max message size to 10240 KB
  
  In client set the Location to MIME Format
  
  Create a meeting
  Add external user
  Add a 5.7 mb attachment
  Send to external user
  
  Message will be rejected for Policy reason
  Affects Internet style address only to external users
  Using Internet style address for internal users are unaffected
  
  Lotus Notes address note affected
  It would appear thatt he attachment is doubled up
  
  If the restriction is removed the message is delivered however
  the meeting is delivered.
  
  Looking at the MIME code the Content Transfer Encoding is base6
  The mime file size is 8mb

  Is there away to change the encoding to for example binary?
