LO48851: ID VAULT - CHANGE PRIMARY SERVER WILL SHOW ERROR "ENTRY NOT FOUN D IN INDEX".

Error description

• You need two servers, SeverA and ServerB.
  
  Step to reproduce.
  1. Set up ID Vault on ServerA.
  2. After setup, try to change Primary Server from "Tool"-"ID
  Vault" - "Manage",
  check the "Manage Vault Replica Servers", click "Next"
  3. From "Add or Remove" button, you add serverB as new ID Vault
  Server. Click
  OK,
  4.  Change the Primary Server to ServerB.
  5. Please configure.
  Result - You will get error as follows.

  In the process of managing the vault the following tasks have
  been run.
  
  
  Add the following servers as vault hosts:
          serverB/Org was successfully added.
  Change the vault primary server to serverB/Org
      COULD NOT CHANGE THE VAULT PRIMARY SERVER TO serverB/Org.

  IN INDEX)
  Change the vault primary server to ServerB/Org
      COULD NOT CHANGE THE VAULT PRIMARY SERVER TO serverB/Org
  (ENTRY NOT FOUND
  IN INDEX)

  Then, user try to delete serverA from ID vault server, from
  Manage process.
  After it, the Synchronized will not work correctly.
  
  Customer strongly needs the function to change the primary
  server for moving or
  migration servers to work correctly.
