503 error sometimes reported in the UI when testing APIs in the manager UI. Error in apim pod logs is: <span style="background-color:rgb(255, 255, 255)">Cannot find the requested debug probe data. The data for the REST GetDebugProbeData action is not ready for retrieval.</span>

Problem summary
A generic 503 error is displayed to the user rather than a descriptive message with the actual problem. Error message to be improved UI if API Test is successful, but unable to retrieve debug trace.
