Local fix

Problem summary

• When attempting to upgrade to fix pack 15 on the VMware platform
  when the message queue function is enabled, you will see the
  following messages for analytics nodes:

Problem conclusion

• Users of API Connect Analytics v2018.4.1.x on VMware with
  message queue enabled should not attempt to apply fix pack 15
  and instead upgrade directly to fix pack 16.
