Error description
When installing through the UI wizard, IBM RPA validates the proxy configuration is valid and that the API is reachable (at least the br2 endpoints that list all the other servers) The same is not true for the command line. You can pass to it invalid data in the proxy settings, or even if the firewall to the API is blocked, the installation finishes, but the region.config file isn't generated, and the installation does not work.
