Error description

• When installing IBM RPA on SaaS via command line, it does not
  validate access to all the needed endpoints and proceeds without
  any errors/exceptions. It completes without creating the
  region.config file and the license page does not list the tenant
  and computer name. The Control Center and the Studio are
  inaccessible after the install.
  
  If you do the same installation using the GUI, the moment API
  isn't reachable it fails and does not let you proceed.
