Error description

• In Cloud Pak for Business Automation 21.x, when using an
  external certificate and setting the
  
  external_tls_certificate_secret property in the shared
  configuration section, the required BPC secret is not created as
  expected.
  
  This is because when this property is set the UMS component does
  not explicitly create its secrets, but uses the shared
  configuration one, and the BPC component is relying on these UMS
  secrets.
  

Local fix

• Explicitly set the configuration of:
  ums_configuration:   external_tls_secret_name: <name of
  external_tls_certificate_secret>
  
  This will allow the BPC secret to be created
