Local fix

• A client can maintain cookie state (like browsers). If a client
  doesn't maintain a cookie state, there is no reason to invoke
  logout at ibm_security_logout.
  

Problem summary

• This message is logged frequently because a problem occurs with
  an extension that removes browser cookies upon logout. The code
  tries to iterate through a list of cookies and remove some
  references that are related to sessions in Business Automation
  Workflow. When a client that doesn't maintain cookies invokes
  logout, you see a NullPointerException.
