Local fix

• 1.    Stop the server
  2.    Create a backup of ..\BPM\Lombardi\lib\icu4j.jar and save
  it to a different location.
  3.    Copy <WAS_HOME>\plugins\com.ibm.icu.jar to
  ..\BPM\Lombardi\lib\.
  4.    Rename ..\BPM\Lombardi\lib\com.ibm.icu.jar to
  ..\BPM\Lombardi\lib\icu4j.jar.
  5.    Start the server.
