Problem conclusion
By default set onstagingServer to 1. onStagingServer is a parameter that was set to false by default which prevented it to connect correctly. Work around: set onstagingserver using default property in CMDREG. For example: insert into cmdreg (storeent_id, interfacename, classname, properties) values (0, 'com.ibm.commerce.marketing.segment.commands.CreateCustomerSegme ntExportCmd','com.ibm.commerce.marketing.segment.commands.Create CustomerSegmentExportC mdImpl','onStagingServer=1');
