Error description
When you run utilities, the character encoding of configuration files (such as wc-server.xml or instance.xml) switch back to the default value if you set a different encoding method. For example, for runtime environments, the default character encoding is ISO-8559-1. If you manually change the encoding to UTF-8, and then run the MigrateEncryptedInfo utility, the encoding is switched back to ISO-8559-1.
